If this does not help, you can try to download the file using a VPN service or manually change your IP Address and try to download the file. You can try to download the website after 10, 15 and 30 minutes. A pop-up will appear asking you confirm this action. Then in Google Chrome Options window, click Reset to defaults button on under the hood tab. Sometimes, the issue is due to your IP being blocked by the server or the File being removed or made inaccessible by the website owner. Open Google Chrome browser and then goto Tools > Options. If Chrome browser finds malware or unwanted programs, click on Remove to remove the harmful program from your computer.
